Per il giudice di pace Emilio Manganiello lo stato di emergenza proclamato dal governo Conte sarebbe illegittimo. Pertanto le sanzioni comminate per aver violato il lockdown devono essere annullate. Lo ha dichiarato il giudice nelle motivazioni della sentenza, nella quale ha parlato di \"misure illegittime recepite sul modello di quelle adottate in Stati non democratici come la Cina\".
